The Community Engagement team for Paschalville Library will be led by The Free Library of Philadelphia Foundation and Southwest CDC. Diversified Community Services will provide relevant tools, methods, and organizational experience developed over the years to collect, analyze, and implement community input so that the Rebuild project reflects the Paschall and Elmwood communities. Rebuild offers an opportunity to engage the Paschall/Elmwood community in a robust planning process to re-envision the Paschalville Library through partnerships with groups actively using the centers, as well as those who have not historically engaged the site.

With Southwest CDC working with The Free Library of Philadelphia Foundation, all members of the community engagement team have deep roots within this community. The community engagement team will be a part of the design team, and the design team will attend/participate in all community engagement meetings and events to gain full understanding of needs and priorities. The team will become further informed of the needs of the community and the key stakeholders by developing a full engagement plan for the Paschalville Library project.

The community engagement team will be guided by the following principles:

1) Contextual Understanding;

2) Collaboration and Inclusion; and

3) Data Analysis.

In a post COVID-19 world, it is important to note that conditions beyond our control may warrant that some, if not all, of our community engagement efforts may happen virtually. We intend to provide a robust set of online engagement tools that organizes all information and feedback in one location, making reporting and analysis clear and easy to communicate.

Our online platform will:

1) cultivate online engagement;

2) integrate offline and online engagement;

3) integrate social media with our engagement; and

4) close the feedback loop.

COVID-19 will not cause us to miss a beat. In the best of all worlds, our online engagement will serve as a marked enhancement to our on-the-ground, face-to-face community engagement.
